With far less commerce than comparable cities, Piedmont pays for public services mainly from property taxes and fees. ## What Piedmont does to a pizza oven. Its small shopping hamlet on Highland Avenue near Piedmont Park has dwindled to a grocer-deli, a service station and three banks. Piedmont's small city center sits on Oakland Avenue, and Highland Avenue divides the city into upper and lower sections. Since November 1, 2018, Piedmont rentals with natural gas service, like others in the Bay Area, must offer a permanently installed heat source that burns no solid fuel. In Piedmont as anywhere, these four put whoever stands at the oven's mouth, and the building around the flue, at risk, and they mean the gas or the power stays off until we arrive: a gas smell at the oven or its supply line, flame escaping the mouth or showing behind the panel or up the chimney, a hot electrical or burning smell, and smoke that fills the room instead of leaving by the flue.
